الموضوع: اختطاف النساء العلويات واستعبادهن جنسيًا
يتقدم المجلس الإسلامي العلوي الأعلى في سوريا والمهجر بهذه الرسالة لإدانة الانتهاكات المتكررة التي ترتكبها فصائل مسلحة خارجة عن القانون، بحق النساء العلويات في مناطق الساحل السوري وحمص وحماه و دمشق . وتتمثل هذه الانتهاكات بعمليات اختطاف ممنهجة تحدث في أماكن التعليم والمرافق العامة وفي وضح النهار، ثم تُجبر عائلات الضحايا على الإدلاء بروايات ملفقة تهدف إلى تبرئة الجناة، وغالبًا ما يتم ذلك بتواطؤ مباشر من قِبل أجهزة الأمن المعنية، وعلى رأسها ما يُعرف بـ"الأمن العام".
لقد رصد المجلس، بالتعاون مع مصادر ميدانية متعددة، تصاعدًا في هذه الحوادث خلال الأشهر الأخيرة، إذ سُجلت ما يقارب 60 حالة اختطاف، بحسب تقارير "المرصد السوري لحقوق الإنسان". وتعدّ حادثة الفتاة ميرا جلال ثابات، البالغة من العمر 20 عامًا من بلدة المخطبية في منطقة تلكلخ بمحافظة حمص، واحدة من أبرز هذه الجرائم. فقد تم اختطافها بتاريخ 28 نيسان 2025 من داخل مؤسسة تعليمية على يد مجموعة تابعة لتنظيم متطرف، مع وجود دلائل على تورط عناصر من داخل المعهد في هذه الجريمة.
عند مراجعة والد الضحية لجهات "الأمن العام" بغرض تقديم شكوى، تم اعتقاله دون أي سند قانوني. وبعد عدة أيام من الاحتجاز القسري، عادت ميرا إلى عائلتها، وقد أُجبرت على ارتداء النقاب الأزرق، وتبين لاحقًا أنها زُوّجت قسرًا من خاطفها، أحد أمراء ما يُعرف بـ"هيئة تحرير الشام". وقد رافق عودتها عناصر من "الأمن العام"، ما يثير الشبهات حول تورط هذه الأجهزة الأمنية في الحادثة بشكل مباشر، ويؤكد وجود حالة من التواطؤ الرسمي.
إن هذه الممارسات تمثّل انتهاكًا صارخًا لكافة المواثيق الدولية الخاصة بحقوق الإنسان، بما في ذلك القرار الأممي 1325 المتعلق بحماية النساء في أوقات النزاع المسلح. كما تعكس هذه الجرائم فشل السلطات القائمة في توفير الأمن والحماية للمواطنين، وخاصة للنساء والفتيات من أبناء الطائفة العلوية، اللواتي يتعرضن بشكل ممنهج لعمليات استهداف وخطف واستعباد جنسي.
وعليه، فإن المجلس الإسلامي العلوي الأعلى في سوريا والمهجر يطالب بـما يلي:
1. اتخاذ إجراءات دولية عاجلة لضمان أمن وسلامة المواطنين في الساحل السوري، وبشكل خاص أبناء الطائفة العلوية المستهدفين بشكل واضح.
2. تطبيق آليات فعالة للمساءلة والمحاسبة ضد مرتكبي هذه الجرائم ومن يتواطأ معهم، بمن فيهم عناصر الأجهزة الأمنية.
3. وضع آليات دولية لحماية النساء من الاختطاف والاستعباد الجنسي، وضمان حريتهن وكرامتهن الإنسانية.
4. إدراج منطقة الساحل السوري ضمن آلية حماية دولية، بما يشمل اعتماد اللامركزية الموسعة القائمة على إشراك أبناء المنطقة في آليات الأمن والحماية.
5. العمل على إخراج كافة المقاتلين الأجانب من سوريا عامة ومن الساحل السوري خاصة، لما يشكلونه من تهديد مباشر على الأمن المحلي والوطني والإقليمي.
إننا نوجه هذا النداء إلى المجتمع الدولي، وندعو إلى تحمّل المسؤولية الأخلاقية والقانونية، واتخاذ خطوات عاجلة لحماية المدنيين في سوريا ووقف الجرائم المستمرة بحق النساء.

Subject: Abduction and Sexual Enslavement of Alawite Women
The Supreme Alawite Islamic Council in Syria and the Diaspora submits this letter to condemn the recurring violations committed by unlawful armed factions against Alawite women in the Syrian coastal regions. These violations include systematic abductions taking place in educational institutions and public facilities in broad daylight. Families of the victims are then coerced into providing fabricated accounts intended to exonerate the perpetrators. This is often done with the direct complicity of relevant security agencies, foremost among them the so-called “General Security.”
In cooperation with multiple field sources, the Council has observed a marked escalation in such incidents over recent months. According to reports by the Syrian Observatory for Human Rights, nearly 60 cases of abduction have been recorded. Among the most prominent of these crimes is the case of Mira Jalal Thabat, a 20-year-old woman from the town of Al-Mahtabiya in the Talkalakh area of Homs Governorate. She was abducted on April 28, 2025, from within an educational institution by a group affiliated with an extremist organization. There is evidence suggesting the involvement of individuals within the institution in this crime.
When the victim’s father approached the “General Security” to file a complaint, he was detained without any legal basis. After several days of forced detention, Mira was returned to her family, having been compelled to wear a blue niqab. It was later revealed that she had been forcibly married to her captor, a commander within the so-called “Hay’at Tahrir al-Sham.” Her return was accompanied by members of the “General Security,” raising serious concerns about the direct involvement of these agencies and confirming a case of official complicity.
These actions constitute a blatant violation of all international human rights instruments, including UN Security Council Resolution 1325 on the protection of women in armed conflict. Furthermore, these crimes reflect the ongoing failure of the de facto authorities to ensure security and protection for civilians, particularly Alawite women and girls, who are systematically targeted for abduction and sexual enslavement.
Accordingly, the Supreme Alawite Islamic Council in Syria and the Diaspora demands the following:
1. Immediate international action to ensure the safety and security of civilians in the Syrian coastal region, particularly members of the Alawite community who are clearly being targeted.
2. The implementation of effective mechanisms for accountability and prosecution of the perpetrators of these crimes, as well as those complicit with them, including members of the security services.
3. The establishment of international mechanisms to protect women from abduction and sexual enslavement, and to guarantee their freedom and human dignity.
4. The inclusion of the Syrian coastal region in an international protection framework, including the adoption of expanded decentralization based on the participation of local populations in security and protection mechanisms.
5. The withdrawal of all foreign fighters from Syria in general, and from the coastal region in particular, due to the direct threat they pose to local, national, and regional security.
We direct this urgent appeal to the international community, calling for the assumption of moral and legal responsibility, and the immediate adoption of measures to protect civilians in Syria and to put an end to the ongoing crimes against women.
