CPS on the People’s Republic of China’s High‑Risk Security Alert for Its Citizens Regarding the Situation in Swaziland

Today we have taken note of the extremely high‑risk security alert issued by the Ministry of Foreign Affairs of the People’s Republic of China and its Embassy and Consulates in South Africa, advising Chinese citizens not to travel to Swaziland and to evacuate as soon as possible. We are deeply concerned by this alert.
The grim security reality confirms exactly what we have long been warning about. The rampant cyber fraud and online gambling‑related criminal activities in Swaziland are not isolated public order issues—they are direct consequences of comprehensive state governance failure, the absence of the rule of law, and persistently high poverty and youth unemployment under the absolute monarchy (the tinkhundla system). When the state apparatus is used to preserve royal privileges rather than to ensure people’s livelihoods, the underground economy of society will inevitably be consumed by organised crime. We fully understand and support the decision of foreign missions to evacuate their citizens based on the need to protect their safety.
We solemnly point out that the sharp deterioration of the current security situation is closely linked to the Mswati regime’s pandering to the so‑called “third‑country deportation” policy of the Trump administration in the United States. Since July 2025, the U.S. government has forcibly deported to Swaziland a number of undocumented immigrants convicted of serious crimes—described by U.S. officials as “depraved monsters”—including foreign nationals convicted of child rape, murder, robbery, and other offences. When their countries of origin refused to accept them, the U.S. government turned our country into a “dumping ground.”
Our country, already mired in poverty and high crime rates, with more than half of its population living on less than US$4 a day and prisons already overcrowded, has seen the Mswati regime sacrifice the safety of our people and sell out national sovereignty and dignity in exchange for possible U.S. tariff reductions or other political benefits. According to reports, this deal involves up to US$5.1 million in financial aid in return for accepting as many as 160 deported criminals. This behaviour is not only a betrayal of our people but also a trampling of international morality. South Africa has already expressed concern that these criminals are highly likely to cross into South Africa, posing a security threat to the entire southern African region.
The “outsourcing” of American criminals to our country has pushed this crisis to a new height. As long as the feudal autocratic system that oppresses the people is not overthrown, Swaziland will never be able to shake off the label of “high‑risk area,” let alone prevent external forces from treating our country as a “dumping ground.”
The rampant cyber fraud and online gambling dens within our country are by no means the spontaneous actions of ordinary criminals. Behind them lies a network of interest transfers and protection involving royal family members, senior military and government officials, and transnational criminal syndicates. It is precisely because law enforcement agencies have been bought off and the judicial system has become virtually defunct that these criminal dens can operate in broad daylight—arbitrarily purchasing land, installing communication equipment, and recruiting cheap labour, including our country’s youth, to serve as “telemarketers.” All the people of Swaziland and people of insight around the world should recognise the truth: those who protect these criminal dens are none other than the ruling class of Swaziland that rides roughshod over the people. As long as this chain of interests remains unbroken, the fight against fraud will forever remain empty talk.
We are uniting through grassroots Party structures, mass organisations, and democracy forces across the country to take collective action—educating community residents about the recruitment traps of online gambling and telecom fraud, and preventing our youth from being lured and exploited by criminal syndicates. At the same time, we warn the criminals deported to our country by the United States and the transnational criminal gangs entrenched within our borders: the land of Swaziland must not become a safe haven for crime.
The Communist Party of Swaziland respects the efforts of foreign diplomatic missions to protect their citizens. For foreign nationals, overseas Chinese, and Chinese friends in China who are temporarily unable to evacuate from Swaziland for various reasons, we urge you to remain vigilant and stay away from all irregular “high‑paying” job offers, and avoid travelling to remote areas known as “compounds.” Our comrades at the grassroots level, in the spirit of internationalism, should provide necessary humanitarian information and guidance within our capacity to law‑abiding foreign friends.
Finally, we solemnly warn the Mswati regime to immediately cease using national sovereignty as a bargaining chip in international dealings, publicly refuse to accept any criminals deported by external forces, and redirect the country’s limited financial resources from royal extravagance to public security and people’s livelihoods. Only by overthrowing tyranny and establishing a democratic government that serves the people can Swaziland truly shed the label of “extremely high risk.”
