Build people’s power on all fronts of the struggle in pursuit of the people’s needs

Delivered by: South African Communist Party (SACP) General Secretary Solly Mapaila

Location & Date: Bushbuckridge, 25 October 2026

Brutal assassination of Comrade Ernest Fipaza

Dear Comrades, friends and fellow countrypersons, we begin with sad news. The SACP has suffered a heavy blow following the brutal assassination of Comrade Ernest Fipaza, our candidate for local government elections in Ward 10, Nqamakhwe-Kondlo, under Mbashe Local Municipality in the Eastern Cape. He was at his home with his family yesterday when masked gunmen stormed the family house and shot him dead after demanding a firearm he did not have.

The SACP Eastern Cape Regional Secretary, accompanied by a delegation of no less than 100 party comrades and community members, is at the family home to visit as part of our support.

We have also received reports of our comrades receiving threats in the Ngqushwa and Raymond Mhlaba sub-regions in the Eastern Cape. These cases have been reported to the police and are under investigation. We strongly condemn the assassination and the threats.

In addition to reporting to the police, we will inform the Independent Electoral Commission, because these actions distort the integrity of elections in the affected areas, as some resort to assassinations and threats to clear the way for candidates they support to win. This is unacceptable.

Let us observe a moment of silence for our candidate who has been assassinated.

Comrades, workers, the unemployed, the working poor, women, youth, rural communities and all progressive South Africans,

We are gathered today during the Red October Campaign 2026-2027 main rally. This is a decisive moment in our struggle. This Red October Campaign comes in the midst of the local government elections campaign, where the SACP is contesting elections independently and directly under its own banner for the first time since the 1994 democratic breakthrough. Therefore, the Red October Campaign draws inspiration from and reinforces our election manifesto: Build people's power in our communities: For the right to work, water, electricity, roads, and safety for all.

The central question before our country remains unchanged: who owns, who controls, who decides and who benefits? This is a fundamental question, an economic, political and broader social question. It is, in short, a class question. The choice of millions of our people is between poverty and freedom from poverty. Which class system is based on inequality, producing unemployment and poverty as conditions for its existence, its outcomes, and a means for wealth accumulation?

South Africa remains a country endowed with immense wealth, including minerals, arable land, biodiversity and marine resources, to name a few, alongside mass unemployment, extreme poverty and deep inequality. The working class, which produces this wealth, remains largely excluded from ownership and control of the economy and the returns of production. It remains alienated from the final surplus produced by its labor.

Political democracy remains a historic achievement, although, as we will show, it is increasingly narrowed and faces real danger of capture by dominant factions of capital. Economic power remains concentrated in the hands of a relatively small section of the capitalist class. Thus, the struggle for genuine socio-economic emancipation remains incomplete.

The solution does not lie in deepening neoliberal policies, privatization, deregulation, or transferring public assets and functions into the hands of private wealth-accumulating interests. Rather, the solution lies in building working-class power, strengthening public ownership, expanding and diversifying forms of social ownership such as cooperative ownership, advancing democratic control, and placing production and development at the service of human needs rather than private profit.

Right to work for all

The largest crisis facing our country remains the crisis of the capitalist economic system. Its features include, but are not limited to, systemic unemployment, poverty, corruption, and crime. The common source of these problems is, at its core, the capitalist system, where production is organized primarily for the profit of a few rather than to meet human needs.

Unemployment and poverty are not necessarily the result of individual failure; they are the structural outcome of an economic system where production is organized primarily for the profit of a few rather than meeting human needs. Therefore, the SACP places the right to work at the core of its program, including its election campaign.

We call for industrialization, massive public investment, decent work municipal schemes, expansion of public employment based on decent work, support for cooperatives and local productive development, and the alignment of fiscal (budget, revenue, and expenditure), monetary, and trade policies toward maximizing sustainable employment. Work must provide sustainable livelihoods, social participation, and decent standards of living.

Reliable public services

People have a right to functional municipalities. Communities should not live with water cuts, sewage spills, collapsed roads, unlit streetlights, irregular waste collection, and deteriorating infrastructure. Public funds must be directed toward maintenance, repairs, and service delivery. Municipal technical capacity must be rebuilt. Essential functions must be brought back—through insourcing—to the public sector. Public institutions must serve the needs of the public, not the interests of consultants, outsourcing, privatization, or tenderpreneur networks.

By advancing the struggle to insource municipal functions that were outsourced, and thus privatized, back to the municipalities, we support the struggle to return essential services that municipalities were established to provide to the citizens. This aims to strengthen the productive and service delivery capacity of municipalities, which was weakened by outsourcing and privatization for the benefit of a few.

Electricity for development, not profit

Electricity as an energy source is, and must remain, a public good. The SACP rejects the neoliberal restructuring and privatization agenda in the electricity sector. We return to this issue by highlighting key points from our initial response to the Medium-Term Budget Policy Statement.

Decisive action must include a comprehensive criminal investigation into the actual costs of transformers, cables, and other components of generation, transmission, and distribution of electricity compared to the prices Eskom pays for them. Led by the SACP, this will be among the top priorities in confronting the systematic exploitation of Eskom by unscrupulous actors operating within governance, management systems, and supplier networks.

The SACP will expand this criminal investigation to include municipalities across the country. Our local councillors must consider this a top priority immediately upon election. We will coordinate this work nationally to expose corruption, recover public resources, eliminate price gouging, and strengthen the capacity of public institutions to serve the people. Public resources must be used for public development, not private enrichment.

Furthermore, the SACP's vision—a vision that serves working-class interests and not personal agendas—includes establishing additional public utilities to complement Eskom and diversify public electricity generation capacity through an expanded transmission grid. This must include investment in carbon capture technologies, storage infrastructure, and environmentally sustainable usage as part of the means of production. This must go hand in hand with ensuring that the transition to clean energy remains anchored in public ownership and democratic control.

The SACP rejects any agendas that exploit the green transition to privatize and commodify energy generation, turning it into a field for private wealth accumulation. Public ownership must be the fundamental pillar of the public path toward a green energy future. This must be accompanied by worker protection, creation of new productive opportunities, and achieving a genuinely just transition that does not sacrifice workers and communities in the name of environmental sustainability.

Diversifying public electricity generation capacity must include establishing and expanding public entities engaged in manufacturing components for electricity generation, transmission, and distribution networks. South Africa must not remain dependent on imported technologies and equipment when it possesses the resources and capabilities to build state-owned local industrial capacity. Public investment in these strategic industries can drive industrialization, expand productive capacity, advance technological development, and support the right to work for all by creating sustainable and socially beneficial productive activities. At present, local content requirements must be adopted and enforced.

Land, housing, and food for the people

Land must serve life. It is unacceptable that people remain landless, homeless, and without food security while immense resources are concentrated in the hands of a few or treated primarily as instruments for private accumulation. If South Africa truly belongs to all who live in it, black and white, as stated in the Freedom Charter and the Constitution, then, as the Freedom Charter demands, the land must be redivided, and as the Constitution mandates, there must be equitable access for all. This must benefit housing, food production, cooperatives, schools, clinics, and community facilities. Land redistribution remains an essential prerequisite for overcoming the legacy of colonialism and apartheid and achieving social justice.

Safe communities and human dignity

Every person has the right to live, travel, and return home safely. Working-class communities bear the heaviest burden of crime, gender-based violence, substance abuse, and social instability. Safety cannot be reduced to private security for those who can afford it. Safety requires functional public institutions, well-equipped law enforcement agencies, organized communities, youth development, effective criminal justice systems, and programs addressing unemployment, poverty, and inequality. We reaffirm our commitment to fighting gender-based violence and femicide, calling for sustained action and effective accountability.

End corruption and tenderpreneurship

Corruption robs the people. Every stolen rand is a stolen clinic, a stolen classroom, a stolen road repair, a stolen water connection, and a lost opportunity for development. The SACP demands and will fight for full transparency, community oversight, protection of whistleblowers, recovery of stolen resources, and decisive action against corruption. Public institutions must serve society, not become instruments for private enrichment.

People must govern

Democracy must not end on election day. Communities must actively participate in decisions affecting their lives. Councillors must account regularly to residents, seek mandates, report back, and remain subject to democratic accountability. Participatory planning, participatory budgeting, and organized community power are essential elements of democratic governance. The people must govern not only by voting in elections, but through continuous participation in public affairs, rooted in democratic policy-making.

Defend democracy from capitalist capture

The 1994 democratic breakthrough was a historic victory won through struggle and sacrifice. However, political democracy remains fragile as long as economic power is concentrated in the hands of a small capitalist class. While every political party, including the SACP, has the democratic right to contest elections, we must be honest about the reality confronting us. Through millions of rands allocated to party funding, dominant sections of capital finance right-wing forces and other parties committed to policies that exploit public power to advance private wealth accumulation.

On the surface, political parties contest elections while receiving millions of rands in "donations" from dominant capitalist classes. In essence, these dominant classes actively enter the electoral arena through these parties, using wealth extracted from the labor of the working class through exploitation. Based on the commercialization and commodification of elections, bourgeois commentators and uncritical observers evaluate the prominence and perceived strength of political parties by the volume of posters, printed materials, billboards, and paid radio, TV, and digital ads. In doing so, they often ignore a fundamental class truth: access to financial resources, rather than political consciousness, organization, and popular mobilization, is treated as the primary yardstick of political influence.

This poses a serious challenge to democracy. When economic power derived from the exploitation of the working class by a tiny capitalist minority translates into disproportionate political influence, democracy risks transforming from "the people shall govern" principles of the Freedom Charter into the rule of money, controlled by a tiny capitalist minority. This undermines genuine democracy, developing into a dictatorship of that minority over the overwhelming majority in class terms.

The result is pressure to convert popular democracy into a bourgeois democracy, where formal political equality coexists with deep inequalities in economic and political funding and power. This is an issue the working class must confront openly and discuss thoroughly in the future. The struggle for democracy cannot be separated from the struggle against the concentration of economic power and economic exploitation. Political democracy must be deepened with economic democracy, equity, social justice, organized popular power, and the growing influence of the working class in determining the trajectory of society.

People’s economy

The economic crisis facing South Africa is not a historical accident; it is the result of political and class choices, and the outcome of the crisis inherent in the capitalist system.

The neoliberal program—including austerity, economic liberalization, deregulation, and opening strategic public sectors to private wealth accumulation—has failed to address unemployment, poverty, and inequality. This program, alongside the accompanying corruption centered on procurement and tendering, has weakened public capacity and entrenched monopoly capital. The SACP rejects this path.

We support a developmental state, industrialization, public ownership of strategic sectors, democratic control over infrastructure, and a human-centered economy aimed at meeting social needs.

Here, the question of elections finds one of the core pillars upon which the struggle for democracy rests. The elections we contest are fundamentally a class struggle between capitalist greed and the crisis it inherently generates on one hand, and public ownership—ownership by the people as a whole to meet their needs and achieve social justice—on the other.

Build working-class power

None of these objectives will be realized automatically. Throughout history, progress has been won through organization and struggle. In the final analysis, power is decisive. For this reason, the SACP does not hesitate to mobilize to build an independent power of the working class in local communities, workplaces, cooperatives, mass organizations, elected institutions, and on every other front of struggle and exercise of power. We do not seek to represent the working class merely in terms of numbers or quantity, but in terms of substance and change.

Do not give your power away but be part of it through the SACP and its programme and campaigns. The SACP has a better and working plan, including the "People’s Red Caravan". This caravan has demonstrated its capacity even without political office.

Response to the Medium-Term Budget Policy Statement

After the National Treasury presents the Medium-Term Budget Policy Statement to Parliament annually, usually in October or November, we issue our initial response. We did so on Friday, responding to the 2026 Medium-Term Budget Policy Statement tabled on Wednesday. The Political Bureau and the Central Committee build on the initial response when they convene. This year will be no exception. We do not issue these statements for the sake of commentary.

We do so to direct immediate, medium, and long-term mobilization toward policy change, which evidence convinces us is the only way to solve the problems facing the majority of our people, including the working class—whether employed or unemployed—and sections of the peasantry and middle class adversely affected by the failed dominant political model. To emphasize, in the final analysis, power is the decisive factor. Therefore, we reaffirm that we make no apologies for mobilizing to build an independent power of the working class on all fronts of struggle and in the main centers where community power is rooted, established, and exercised.

The 2026 Medium-Term Budget Policy Statement confirms that the Treasury remains trapped in the failed neoliberal model that has characterized economic policy for three decades. While the Treasury celebrates fiscal consolidation, primary surpluses, and debt stabilization, 13.1 million people in our country remain unemployed, suffering from poverty, and excluded from ownership and control of the means of production.

According to the "Poverty Trends in South Africa: An Examination of Absolute Poverty between 2006 and 2023" report published by Statistics South Africa, based on data from the "Income and Expenditure Survey 2022/23" also conducted by Stats SA, approximately 41.5 million South Africans lived below the upper-bound poverty line, 23.5 million below the lower-bound poverty line, and 13.5 million below the food poverty line in 2023. Using the re-calculated poverty thresholds by Stats SA for 2025, these poverty lines correspond to a monthly per capita income of R2,846, R1,415, and R855, respectively.

Continued fiscal consolidation in the midst of a severe unemployment and poverty crisis is nothing short of disguised austerity. It sacrifices industrialization, associated job creation, and social development in pursuit of fiscal targets, increasingly using rising debt service costs to justify consolidation or budget cuts, even though the Treasury's shift toward foreign currency borrowing has contributed to inflating these costs. The working class cannot bear the consequences of fiscal consolidation, nor can the unemployed find work and income security in budget surpluses.

The shift toward foreign currency-denominated debt must be reversed in favor of rand-denominated bonds to mitigate the negative impacts of currency depreciation and regain greater control over interest rate determination. Borrowing is not an inherently harmful practice; what matters is how borrowed resources are used. They must be strategically deployed to drive industrialization, expand total productive capacity, and maximize sustainable employment, with realizing the right to work for all as a primary objective of fiscal, monetary, and trade policies.

A decisive blow must be dealt to corruption, through which money and resources borrowed from other sources of public revenue are stolen or squandered through wasteful and unproductive spending. However, this is not a historical task that can be accomplished by those captured by liberal and neoliberal ideology that employs public power to serve private interests.

Some have not only verbally pledged previously to insource public functions that were needlessly outsourced without actually doing so, but are striving to open public infrastructure, sectors, and functions previously under full state ownership, control, and management to private wealth-accumulating interests. This includes transferring, and thus privatizing, productive and value-generating operations linked to these networks—such as electricity generation, freight rail operations, passenger rail services, and port operations—to private wealth-accumulating interests that stand to profit.

Under the guise of structural reform, electricity generation and transmission, rail operations, ports, and other key economic functions are increasingly restructured to benefit profit motives rather than developmental goals. Industrialization receives no real momentum, even as South Africa faces an ongoing wave of deindustrialization and a mass unemployment crisis. To reiterate our stance, the SACP rejects this path.

South Africa needs a developmental path based on developmental public ownership, democratic control, wide-scale industrialization—including a vibrant cooperative sector—across all sectors of the economy, job creation, and social investment. Priority must be given to the right to work for all, the Freedom Charter’s vision of the people sharing in the country’s wealth—including through public ownership of monopoly industries—and the necessity of harnessing the economy to serve the people, over austerity, outsourcing, privatization, and market-driven restructuring.

Under current conditions, the growth projections in the Medium-Term Budget Policy Statement—1.2 percent for 2026 (down from 1.6 percent projected in February), 1.6 percent for 2027, and a gradual rise to only 2 percent by 2029—alongside the capitalist character of this growth path, will not overcome the crises of high unemployment, poverty, and inequality facing millions of our people.

The neoliberal reform program was promoted on the promise of an annual growth rate of around 3%, a rate itself insufficient to overcome the crises. Today, even this limited and misleading promise has collapsed, as the National Treasury admits through its own projections that the country will remain trapped in a cycle of stagnation without taking any steps to change course, continuing instead to adopt the same or similar policy approach that led to this outcome.

For clarity, the SACP firmly opposes the neoliberal structural reform agenda and will continue to mobilize the working class against its implementation and consequences.

International solidarity

The SACP reaffirms its unwavering solidarity with all peoples resisting imperialism, occupation, hegemony, and aggression.

We stand shoulder to shoulder with the peoples of Palestine, Western Sahara, Sudan, Cuba, Venezuela, Iran, Yemen, Kurdistan, Lebanon, Eswatini, and all oppressed peoples fighting for self-determination, sovereignty, peace, and justice. The struggle against exploitation and oppression is an international cause, and the cause of workers everywhere is one.

We strongly condemn the genocide perpetrated by the Israeli settler-colonial apartheid regime against the Palestinian people, and the political, military, and diplomatic support it receives from the United States. We also condemn the blockades, illegal unilateral sanctions, and regime-change interventions imposed by US imperialism and its allies on sovereign nations, alongside the looting of their resources and wealth.

We strongly condemn any military attack that the US imperialist regime may be planning against Cuba. The SACP calls on the democratic peoples of the world to take a firm stand and decisive action to stop the US imperialist regime from attacking Cuba and other nations, and to intensify the struggle to end the imperialist system in its entirety.

Today, more than ever, we reiterate the historic call: Workers of the world, unite. The international working class must strengthen its solidarity and common struggle against imperialism, exploitation, war, occupation, and all forms of oppression.

We repeat our condemnation of the racist fabrication of an alleged "white genocide" in South Africa by the president of US imperialism. This fabrication serves reactionary purposes, including supporting Israel in the genocide case. It is part of a broader agenda to pressure South Africa, undermine and usurp our sovereignty, and subject our country to foreign and domestic policy directives set by the United States.

Call to action on November 4th and beyond

Let us exert every effort to reinforce what we offer in our country's elections: the "Vote SACP" campaign with and for the working class. This is essential to reassert the link between the National Democratic Revolution and socialism in elections as a front of struggle. The absence of a campaign to strengthen, deepen, and defend this revolutionary link in elections has proven to be a major obstacle for the working class.

By asserting the SACP's independence, we address this exclusion, in favor of building working-class power and organizing the working class as the state to become and act as the ruling class.

Our campaign is not a narrow partisan electoral campaign; it is part of a broader political struggle. Elections are a front we now actively, independently, and directly use to advance the class struggle.

Let us participate with all our strength on November 4th to vote for the SACP and its candidates, who include a large number of non-party community candidates who embrace its campaign and leadership in the struggle, deepening their close connection to socialism. This campaign belongs to the people, and the SACP is its organizational and political instrument.

Furthermore, the SACP has established an implementation and accountability framework centered on serving communities as a key performance area. All our candidates accept this framework unconditionally. This is principle, not the opportunism that has engendered the corruption that has become synonymous with the conduct of organizational affairs in some organizations and governance by their unscrupulous representatives.

Forward to people’s power! Down with capitalist greed! Down with the exploitative capitalist system! Forward to the victory of a genuine national democratic revolution! Forward to socialism!
